Oh yeah...the hotels are the ONLY place you can drink. The main problem is, Qatar are charging an arm and a leg to the hotels to show the event on TV. The majority haven't signed up. This means that the fans are heading to the fanzone (another area where drinking is allowed) to get their fix (Budweiser costs over $20NZD a can or $13US).
